Wallet/Card
PPIs that require RBI approval / authorisation prior to issuance are classified under two types:
- Small PPIs (or minimum-detail PPIs): These PPIs are issued by banks and non-banks after obtaining minimum details of the PPI holder. These PPIs can be used for purchase of goods and services at a group of clearly identified merchant locations / establishments which have a specific contract with the issuer (or contract through a payment aggregator / payment gateway) to accept the PPIs as payment instruments. Funds transfer or cash withdrawal from such PPIs is not permitted.
- Full-KYC PPIs: The PPIs are issued by banks and non-banks after completing Know Your Customer (KYC) of PPI holder. These PPIs can be used for purchase of goods and services, funds transfer or cash withdrawal.
PPIs upto ₹10,000/- (with no cash loading facility):
- The amount loaded during any month shall not exceed ₹10,000/-;
- The total amount loaded during the financial year shall not exceed ₹1,20,000/-;
- The amount outstanding at any point of time shall not exceed ₹10,000/-;
- Loading / Reloading shall be from a bank account / credit card / full-KYC PPI;
The salient features of ‘Full-KYC’ PPIs are as follows:
- Reloadable in nature;
- The amount outstanding shall not exceed ₹2,00,000/- at any point of time;
- There are no limits prescribed for total credits or debits during a month; and
- They can be used for purchase of goods and services, cash withdrawal and funds transfer.
ToPAY will give an option to the ‘Full-KYC’ PPI holders to close the PPI and transfer the balance to bank account as per the applicable limits of this type of PPI. For this purpose, the issuer shall provide an option at the time of issuing the PPI, to the holder to provide details of pre-designated bank account or other PPI to which the balance amount available in the PPI shall be transferred in the event of closure of PPI, expiry of validity period of such PPIs, etc. At the time of closure, a holder can specify a bank account which is different from pre-designated account given earlier
A PPI with no financial transaction for a consecutive period of one year shall be made / treated inactive after sending a notice to the PPI holder. It can be reactivated only after validation and applicable due diligence.
Ans. Non-bank PPI issuers shall provide customers with 24x7 access via website / SMS / e-mail / dedicated toll-free helpline for reporting unauthorised transactions and / or loss or theft of the PPI. Further, a direct link for lodging of complaints, with specific option to report unauthorised electronic payment transactions shall be provided by non-bank PPI issuers on the mobile app / home page of their website / any other evolving acceptance mode.

Yes, you can top up/ reload the card balance before it exhausts, so as to make seamless contactless payments.
Personal Identification Number (PIN) is a 4-digit number combination known only to the cardholder and it is used for transacting using a RuPay Card.
The PIN is required for using the card:
- Cash Withdrawal at ATM
- Purchase transactions at POS terminal
What should I do if my RuPay Prepaid Card is lost or stolen?
In the event that you lose your RuPay Prepaid Card, please report the loss to ToPAY customer care for blocking the Card

Yes, both the sender and beneficiary will receive the confirmation through E-mail. The gift card details will be sent only to the beneficiary email ID.

As per RBI guidelines, ToPAY Gift Cards cannot be purchased with wallet balance. Debit card, Credit card and Net banking can be used to purchase all RuPay gift cards.
ToPAY Gift Cards can be purchased through Credit/Debit cards, Net Banking, UPI, etc.
The ToPAY Gift Card can be loaded with a minimum amount of INR.500 to maximum amount of INR.10,000 per card.
The RuPay Gift cards once ordered cannot be cancelled.

Usage of a ToPAY Gift Card is allowed at any merchant outlet that accepts RuPay cards or for online shopping. The card cannot be used to withdraw cash.
Internal processes like card balance enquiry require verification to prevent misuse of the Gift Card. According to RBI guidelines, MobilePe Fintech is required to keep records of the person using the card for AML (Anti-Money Laundering) compliance.
If your transaction is successful, Gift Cards are sent immediately to the beneficiary's email ID.
Customers can view complete transaction details, available balance, and limits via https://gift-customer.topay.live/customer/home/cplogin.aspx.
You can resend the gift card to the same email using the resend functionality in the transaction details section.
ToPAY Gift Cards are not reloadable in nature. They cannot be recharged once purchased.
